Are their any free tools that will allow me to create and populate a mysql database before uploading it to my linux mysql server ? Basically want to maintain the database locally and upload as necessary.

If you have got a local web server say Apache/IIS & which supports php then phpmyadmin is the best option.

MySQL Control @ mysql .com is my favorite.
DB Tools Manager Pro @ http://www.dbtools.com.br/
Download MYSQL from MYSQL.com and use one of these to manage your data base locally. Also DB tools will allow you to connect to either your local or remote database in 1 session. Great tool and Free.
