I read this as more of an Excel question than a MySQL question. I don't think it is possible to integrate MySQL and Excel in this way, but pehaps you can do this with an ODBC data source connected to MySQL. You should probably ask in the Excel topic area. Disabling all the menu options is definately more their area of expertise than ours.

I am not sure if something like that is possible, but if you would like to capture data into MySQL, you can use a MySQL frontend to do that.
such as:
PHPMyAdmin - http://www.phpmyadmin.net/
Navicat - http://www.navicat.com/
SQLYog - http://www.webyog.com/
PHPMyAdmin
- require PHP to run and it's web based, and it's FREE
Navicat
- a executable application that allows you to do MySQL stuff (create tables, capture data, etc...), and you can import an excel file into the database, NOT FREE
-SQLYog
- Similar type of application as Navicat, has very nice functions like Navicat
