Setting up MYSQL server for local and remote access - security and implementation concerns

We are a small company with a Dell Poweredge SC 1430 running MS SBS 2003 behind a Zywall 5 UTM internet Firewall.

 We have a requirement for a data base and I am hoping to use MYSQL with one of the off the shelf PHP UIs available. I could do with some advice re: implementation for our specific requirements.

The database will have 2 types of user (a) 7 office/admin staff who need various levels of access to view and edit the database.(some via vpn) (b) on the road staff who need read only access to certain parts of the database. They will be logging in via a handheld device of some sort.

Initially I thought I could just get it all up and running and everyone could log in securely over the vpn to the DB. However, I now realise that user licensing is going to be a problem for the on the road guys.  We only have a 10 license system I dont think it would be cost effective for us to increase this to cover another 10  maybe more users who only need occasional access.

I was wondering if it was possible and practical to rent some server space to mirror all or part of the data base which could be updated once a day and accessed by the on the road staff. Not sure if this is a daft idea or not.

Any and all suggestions or comments on how best to implement this solution would be most welcome.
