MySQL ODBC 3.51 with Windows 2003 64bit

I have a VB6 application that reads data from a legacy system and inserts it into a MySQL database.  It is from a vendor.  It works fine on Win2k, and probably on 32bit windows.

For some reason on Win2k3 Server 64bit, when configuring it and clicking the "Execute" button it hung and said something about not being able to write the my.ini.  That being said I tried reinstalling several times.  Then gave up and just closed the config wizard and made a my.ini manually.  After tweaking on thing and another I finally got rid of the errors I was getting.
Now the app tells me the connection string is wrong.. I am sure that it isn't because it is the same as I was using before.
Suspecting a problem due to 64bit, I went into the ODBC Admin program.  I tried the one from system32 and the one from SysWOW64.  It shows the "My SQL 3.51 Driver" on the first tab. Clicking on it to test it produces:

"The setup routines for the MySQL 3.51 ODBC Driver ODBC driver could not be loaded due to system error code 193"

The version of MySQL is 4.1.13a (this is required by the vendor application).  MySQL seems to be working fine.  I think the problem is with the ODBC drivers.
