mysql, PHP browser refresh or next query refresh

I'm doing a very easy query to my database which is the code below which I placed into my index.php page with an "include".

since the query is random, I would like a way to create a button underneath the result allowing the user to "refresh" the page or run the query again or along the same lines as a next button. I know the query is selecting a random result, but thats unknown to the user and if I can someway refresh or reload the page, that would be sweet. I've tried the java "HREF="javascript:history.go(0)">" but that doesn't work I'm assuming because the users session is linked to the database.  I've also added the Meta tag "<META HTTP-EQUIV="CACHE-CONTROL" CONTENT="NO-CACHE">" but that doesn't work as well which leads me to believe this needs to be a mysql type thing. I'm a mysql idiot.. lol so please be gentle.
