ssh command to import mysql file

Ok,

I have this command running right now but it's not working while i'm logged in as root.  What would be the proper command to get a .sql text file with mysql data to import into a database already setup.  Does password have to be set somewhere?  I've tried it and it doesn't work.  I'm just trying to get this osCMax.sql file to install in this website's DB.
