The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. MySQL: to use a trigger here or not to?

I have a two tables, one parent and one child.  The parent table has an 'active' field for a particular subset of data.  The child table also has an 'active' for its subset.  The two actives are not directly correlated, meaning that the child table can have several rows with an active field and the circumstances are the following:

If even one child row has an active field set to '1', then the active field in the parent table needs to be 1 as well.  If all children have an active field set to '0', then the respective parent active needs to be updated to '0' as well.

What is the best way to handle this type of constraint? Is it through triggers?  Would anyone be able to give some concrete examples?
