field length and truncated data

Hi - I have a comment field on a webform, and I've set the db to the values as shown in the attached image.

The problem is a) I already had 1 response that went over the 1000 character limit, and b) everytime I export as an xls file through phpmyadmin, the data is being truncated even further down to 255.

So my question is, have I set up the db correctly on the server, and how do I export the data so I can view it all later in excel or access?

I realise that's 2 questions, but I assume they are related somehow to an incorrect setting on my part?
