I have a fresh MySQL install on Ubuntu, and can access it through phpMyAdmin, but I can't connect to it with MySQL connector or EMS SQL Management Studio from a remote XP box. I get the error "Can't connect to MySQL Server on 'server' (10061).
I am new to Linux web servers, but it seems like the port is blocked and it is not allowing the remote connection.

1) mysqld running?
-If I can connect to it through phpMyAdmin I would assue it is running Is there a better way to check?
2) Check if skip-networking / bind-address is not specified in my.cnf
-I attached my.cnf as my.txt
3) Check whether connection to port 3306 is allowed in the firewall.
-The firewall is disabled
4) Check whether the client (mysql.exe) connects via the appropriate protocol (TCP/IP or pipes)
-Not sure how to check this. I have been trying to connect via TCP/IP.

Your bind-address is not right :
bind-address = 127.0.0.1
This ask the mysql daemon to listen only locally to the loopback interface so you need to replace 127.0.0.1 by the real address of the server (if more than one choose an address in the same subnet of the windows xp computer). To found the server address ifconfig is your friend.

hmm... apparently your bind-address is looping back and restricting remote access. Phpmyadmin is connecting it from same machin and hence is able to connect.
More you can try connecting client:
mysql -uroot -p -hREMOTE-IP
It should deny the connection.
Now comment the bind-address , restart server and try to reconnect client as specified above.
It should work.
If not, lets see further!
