Hi,
If you use XAMPP, try uninstalling it and try connecting again. It may be causing problems. If your problem is still not solved, here is what i have found about this problem on mysql forums:

Run->CMD
under C:\mysql\bin type winmysqladmin.exe, which will reset default values for your installation.
In the console; uncomment port 3306 by removing the pound sign (#port 3306).
Then save the changes. Go to a new dos promt and run "mysqld", then "mysqlshow".

If still not solved check your firewall settings if you have a rule to block requests for "mysqld-nt.exe"
