OLAP Measures (simple question)

Hi, (OLAP Newbie)
I have data on several metrics. Each metric has a value that varies by region and date.
I have made a cube with 3 dims
1) Metric Name
2) Region Higherachy
3) Time

Should i have used a dimension for each metric or should these be measures ?
I did create a measure called avarage that was calculated in the cube as sum / count - should this be filtered by metric name to give a metric specific average?
