SQL*PLUS client cannot connect, whel iSQL*Plus seem works throwu broswers

I just installed Oracle 10g v2 to a computer, it seems that the iSQLPlus server is automatically running
and also the EM control link. But I cannt get SQL*PLUS (10.2.0) client to connect to the server. The client site Net Manger tested "successful" for the normal user scott on the port 1521 and seems created a connection identifier in the file: C:\oracle\product\10.2.0\client_2\NETWORK\ADMIN\tnsnames.
like this:

CHARM =
  (DESCRIPTION =
    (ADDRESS_LIST =
      (ADDRESS = (PROTOCOL = TCP)(HOST = 10.40.1.155)(PORT = 1521))
    )
    (CONNECT_DATA =
      (SID = charm)
      (GLOBAL_NAME = charm)
    )
    (HS = OK)
  )

but when I use a host tring   "charm as sysdba", the respose was  " Can not resolve connection identifier specified "

My questions is: what need to be done at the server side to get remote client like SQL*PLUS to work?
and can iSQL*PLUS and SQL*PLUS both work?  If I want the SQL*PLUS to work, what is the correct connection identifier to put in the host string slot?
