2 Instances on Oracle 10g - DBConsole only works for 1 of them

I have two instances on Oracle 10G on the same server.
Only one of them completely starts when the server boots up.
The OS is  Windows 2003 Server.
The DBConsole is fine for the last instance that I installed using mostly default choices.
But the first one that was installed somehow go affected in such a way that it does not start by itself.

I have followed thru the above link.
Apparently I have to go into CMD, log onto SQLPLUS:
then :STARTUP
Then after that initliazes and finishes. I have to type in : c:\oradim  -startup -SID MYSID  -starttype srvc
Then the service starts and odbc connections work.
But DBConsole does not.
Please let me know if there is anythng else I can look at.
