I am getting too many Wait Event: resmgr:cpu quantum.

i have oracle 10G and the parameter value for
resource_manager_plan                string      SCHEDULER[0x22B0]:SYSTEM_PLAN

how to increase the active session limit for these Oracle Resource Manager
