non-killable Oracle session

Enterprise manager Finding: Wait class "User I/O" was consuming significant database time.

After invesigation, a session has been consitantly consuming 25% CPU on our oracle 10g server over 24 hours. It's a select query from web application that causing system hang. I issued

SQL>ALTER SYSTEM KILL SESSION '64,15851' IMMEDIATE.
SQL> system altered

But when check activites, the session ID 64 still shows and is consuming 25% of CPU. None of the OS process ID exist on the application server and database server.
