Oracle two distinct columns but rows from another table needed in query too Not sure about using MAX on the other columns

I need to create and maintain a new table that combines data from two tables. Table A has three of the fields required for this new table: serial_no, access_code and depot. Table B has one value needed for the new table VIN. The value of the vin is actually contains the values of the serial_no (substring of characters 6, 7, 8, 9, 10 of the VIN), the access_code (substring of values in 2 and 3 of the VIN) and the depot which is values 12 and 13 of the VIN).

The requirements of the new table is it has serial_no, access_code, depot and VIN. The serial_no and access_code combination must be unique.

I saw several examples that use the MAX of the fields that are not grouped by (in my case I would group by serial_no and access_code) but I'm not sure in this case.

What is the best way to create this table and to maintain it for the future when table A and table B receive new data loads.
