Oracle 10.x

I am using oracle 10g on windows server 2003 64 bit.  I have a datafile I am trying to resize but it keeps giving me the error:
ora 03297 file contains used data beyond requested resize value
I verified the data in this file is only 24 mb but the file is over 12 gb....this file is in the undo tablespace.  i tried to coalesce using Alter tabespace UNDOTBS01 coalesce but it says the tablespace doesn't exist.
Any thoughts?
