During Netca the listener on my Node RAC is not configured

I am busy installing Oracle RAC 10gR2 (10.2.0.30) in a two node configuration on Windows 2003 x64 EE.
Following many guides I have sucessfully installed CRS on Both nodes as well as The Database software without error.
However when I run netca after the database software install and attempt to configure the Listeners I get the following error on my second node:

Problem in configuration: rac2: LISTENER_RAC2
Listener start failed. Listener may already be running.
CRS-0215: Could not start resource ora_rac2.LISTENER_RAC2.lsnr
Try Again?

The listener on my first node is up and running.
I noticed no registry entry for the listenner on my second node listener. Tried running Netca on the second node in cluster config to try recreate it, but still no success.
After running CRS_STAT -t I get this:
