SNIPED status of database connection

I am making database connection from a web application and when I see the connection status in the database, it is showing many database connections with "SNIPED" status. Please help me to understand that what does it mean?
1. WHether these kind of connections will consume the CPU and memory?
2. If the database user is having certain limits on the database connections then will I be able to create more connections beyond this limit if I have some connections with SNIPED status, e.g. If the connection limits is 20 and I have 10 connections with SNIPED status the whether I will be able to create more than 10 new connections or will get an error while creating 11th new connection.
3. How to resolve this issue in the application code?

I am using java, jsp in the web application and deployed on weblogic server.
