ODBC issue with 1 user account over several if not all machines

Tags: Unable to connect SQLState=08004 [Oracle][ODBC][Ora]ORA-12154: TNS:could not resolve the connect identifier specified

We are having an issue with an account on our system.  The user in question is unable to get ODBC connections to work for them on any of the 3 servers that we have tried.  All of the other accounts have worked fine with no issues.  We even copied his account and used the copied account to test and it worked fine.

Other notes:  
"      Oracle SQL Plus will connect to the database under the persons account
"      We created a connection to another database server and the same issue exists for this person

Error:
Unable to connect
SQLState=08004
[Oracle][ODBC][Ora]ORA-12154: TNS:could not resolve the connect identifier specified
