What is the role of Gather_Schema_Stats?

Dear Experts,
        I have installed Oracle 10G IAS, where I have 5M records, and I have configured the Gather_Stats_Job to run in the default maintenance window, however I have been adviced beside the previous job to submit the  Gather_Schema_Stats for ODS to run daily in the job scheduler, but I have noticed it needs about alomost 1 hour to run.
        My questions are:
         1) What is the importance of such job?
         2) Is there a way to make the run time shorter?
