Confusion over Flashback technology

Hello,

I have recently started looking at flashback technology in Oracle 10g. However I need some clarification.

If I run the following command ...

SQL> select flashback_on from v$database;

... then I am informed that flashback for the database is 'off'.

however if I run the following command ....

SQL> select name, flashback_on from v$tablespace;

NAME                           FLA
---------------------------------
SYSTEM                      YES
UNDOTBS1                  YES
SYSAUX                      YES
PCMS_IDX                    NO
PCMS_TEMP                YES
PCMS_DATA                NO

... now this suggest flashback is on for some tablespaces.

would i be correct to reason that in order to flashback a database you need to set up a flashback area and have flashback logs generated, - whereas to use flashback query all it need if the Undo\Archivelog files ?
