Trying to use LPAD, TO_CHAR to format a number to a specific format.

Hello Gurus,
I need to create a fixed width trailer record.  My current code is shown below.  My issue is that the 'count' value displays correctly but the total data value does not. No matter what I try I can not seem to get a clean zero padded result.  I am using the to_char because the SUM is returning multiple decimal places and I need only whole dollars.  I'm sure this is easy but right now I can't see the forest for the trees!  Your help is greatly appreciated!
CODE:  select lpad(count(*),18,0) as count,
'+'|| lpad(to_char(SUM(data), 9999999999999),17,0) as total data
from xxxx_data_v
