Error when trying to create a Command using Oracle SQL in Crystal Reports XI

I'm trying to add a Command to my report in Crystal Reports XI through the Database Expert interface.  I have successfully been able to do this with my current report using my Oracle 10 database, however when I try to do a more complicated statement with an OUTER JOIN, I am getting the ORA-00905 missing keyword error.  I can't see what part of my code is causing this error.

I have been writing SQL code for MS-SQL and Access for years but Oracle is a little new to me.  Let me know if I'm doing something wrong in my statement.
