how to tune the query?

Hi Experts,
over the past few months the  team has seen performance on the following statement increasingly decline. This is executed via Informatica connected to the database as the ops$presc user. Please investigate any potential performance issues on the database side.the query has been attached.
please help me in investigating the bottleneck?
