sql on date column

I have a table with following fields and the key to the table is a
combination of first 3 cols.
table 1
ID     VARCHAR2(11 BYTE) NOT NULL
recno  NUMBER(4)NOT NULL
Date    DATE NOT NULL
USER1   VARCHAR2 NOT NULL  
  I need to insert data from a staging table to above table and the output s/b:
id   recno     date          user1
1     0       2/1/2008  2//1/2008
1     0       10/4/2004  10/4/2004
1     0       8/2/2003   8/2/2003
2     0       1/2/1999   1/2/1999
2     0       2/2/2000   2/2/2000
3     0       1/2/2005   1/2/2005
date and user1 cols are going to be derived from one col which is date type from source
table,recno is going to be o for all rows. How can I insert the values from source table
handling the dates on the fly with latest date on the top for both cols(date and user1)
I cannot sort or order by on user1 col. as it a varchar type.but I am bringing data from
date type col from source table.I am running into unique constraint violation if I try
to insert data into date column(2nd col)I  do not understand how do I keep the user1 col.
with latest date on the top having the same date in the date col but keep them still
unique.  I hope It does not sound too confusing.
