The Solution Rating System

Errors after importing from dump file... procedures and packages are invalid

I created a new database.  
I received a dump file from another database (I do not know what all users were present in the original database) and would like to get everything, users, table definitions, data etc into the new  database.
I tried imp 'sys/*** as sysdba' FILE='/xxxx/xxx/xx.dmp' FULL = y
and got tons of errors about users did not exist
and such as :

 "GRANT EXECUTE ON "HOSNET" TO "HOS_READONLY""
IMP-00003: ORACLE error 1917 encountered
ORA-01917: user or role 'HOS_READONLY' does not exist
IMP-00017: following statement failed with ORACLE error 1917:
 "GRANT EXECUTE ON "TRIAGE_PKG" TO "HOS_READONLY""
IMP-00003: ORACLE error 1917 encountered
ORA-01917: user or role 'HOS_READONLY' does not exist
IMP-00017: following statement failed with ORACLE error 1917:
 "GRANT EXECUTE ON "UTILITIES_PKG" TO "HOS_READONLY""
IMP-00003: ORACLE error 1917 encountered
ORA-01917: user or role 'HOS_READONLY' does not exist

I got a message saying that
Import terminated successfully with warnings.

However, most of the procedures and packages are invalid.
Procedures show that tables/view does not exist. And they really dont!!!
Was there anything wrong with the import?

Can I create HOS_READONLY user and import the dump again over the existing database?
