Problem in the out put of Query Oracle 9i

Zones:

Oracle 10.x, Oracle 9.x

The below query should not result in any out put as we donot have any rows in the view with staffid ='DD'

SELECT *
FROM userProviderView
WHERE StaffID = 'DD'

Please find below the distinct  staffid in the view
SQL> select distinct staffid FROM userProviderView;

STAFFID
-----------------------------------
