The method to install the agent from the OMS is problematic as it has too many prerequisites such as ssh, oracle password being set, sudo being enabled on the proposed client and it's not always clear why it's still not working.
I would recommend installing the agent from the OMS installer.
I take it your oracle db is already in place so the required rpm should already be on this machine. You can start installing.
On the Specify Installation Type screen, you'll select Additional Management Agent
You'll need the name of the host the OMS is on and the management service port on the server during the installation. Also you'll the Agent Registration Password. It's easier to supply it during the installation otherwise you'll need to complete post-installation configuration afterwards.

b) if not same os, you need to download the agent software for the specific os.
