This is an init parameter and cannot be removed. You can set it to true or false:
_push = FALSE; _push = TRUE;
in sql*plus:
alter system set _optimizer_enhanced_filter
or
alter system set _optimizer_enhanced_filter
FYI: This is a hidden parameter and should only be set at the direction of Oracle Support.
