Siebel SSO and OAM, How do I resolve?

I'm trying to configure Siebel to operate in SSO mode using OAM (formerly oblix) as the authentication prompt.   Attached is the errors I am receiving.  I've expanded logs and logging but still cannot get it to work.  Please help.

SBL-SSM-00003: Error opening SISNAPI connection.
