Trivial to configuring Oracle 11g Dataguard

We have a DR site and the current DR plan is to send the daily full data dump to the DR server and import.

I understand there is a more efficient and faster way for recovery by sending the logs to the remote DR server. Unfortunately our apps vendor only configures the oracle server but do not setup Oracle dataguard etc.

So here's the stupid question - Is setting up Oracle Dataguard a trivial step such that any Windows server administrator could play around and figure out? e.g. using a step-by-step guide to setup a windows server cluster? http://technet.microsoft.com/en-us/library/cc731844(WS.10).aspx
