From my opinion, Its better to stay on windows, because RAC setup is quite complex. I think its better for you to see by your self, try to install cluster for you self and see. RAC test environment is possible to buld on single laptom with 4GB mem on board. This is nice guide to start:

to setup an oracle rac environment this is a real serious job ;'
if you do not have an oracle dba with rac expierince on site do not even think about deploying it.
as for your Q is better than a fail safe env ?
yes it is better far better than win clustering:
1-2 nodes are working at the same time "cache fusuin tech makes the 2 nodes shre the same memory realm at the same time so you will utilize your resource better than ever.
2- a real fail over which is almost Transparent to the users.
but the isuue will still than you need expierince and oracle support to work with you sometimes day to day .
plus backing up such a system is not an easy job.
as you will be probably using ASM and your only option is rman.
