The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Show the department number, name, the number of employees and the average salary of all departments together with the names, salaries, and jobs of the employees working in each department

This is using the SCOTT TIGER Oracle database, I've tried so many ways, but this one is really driving me insane, can anyone help?

The output of the correct query should look like this:
