ERROR when creating RMAN catalog (URGENT PLEASE!!!)

I need to create a RMAN catalog in a different database (remote from the target one).
In the remote database (that holds the RMAN catalog) contains the CATTBS tablespace, one user named rman817 that has recovery_catalog_owner role granted.
I get errors with creating the RMAN catalog:
In the remote database:
RMAN> connect catalog rman817/rman;
connected to recovery catalog database
recovery catalog is not installed

RMAN> create catalog tablespace 'CATTBS';
