issue os commands from within oracle

i have an oracle 8.1.7 database running on a unix server. nightly i run a shell script from the server that logs in to the database, runs through several procedures, and then exits. my problem is that i need a way to issue unix commands from within one of the pl/sql procedures. specifically, i need to delete all blank lines from the top of a o.s. file before calling a spicific procedure. i've read that this can be done using dbms_pipe, but i don't really understand how to do this. i've also read something about using the command: host 'your os command', but that doesn't seem to do anything. can someone tell me the simplest way to issue unix commands from within a pl/sql procedure? thanks.
