need to upload and automatically size pictures and index in an Oracle database

I am developing a website using Java, JSP  that displays data from an oracle database.  I need to associate pictures with this data and be able to display a thumbnail of each picture with the data  (for speed)  then if the user wants to see the real picture, user clicks and actual picture is loaded into a new browser window.  I have never worked with pictures before but I would like to know if there is a good free or cheap tool out there that could eas the pain of this.  One thing that would be VERY helpful would be something I could embed into the web page that allows the user to upload apicture....upon submit, I want a thumbnail to be created and for the picture to be "resized" so that it is a manageable file size ~300kb or less. Is there anything I could make use of to do this?!
