Ran Into Migrating Problem:  Oracle8i to Oralce 9i on VMS 8.3

After installing Oracle 9i (9.2.0.2) and patch (9.2.0.4), want to go only to 9.2.0.4 to match a current production vms server,  Just started and attempted to run orauser.com and received errors:

LIBCLNTSH.SO not available for install
Re-run insoracle to install the same at a later point
Oracle.EXE not available for install
Re-run insoracle to install the same at a later point
No version of JDK installation detected.
****** JDBC Environment not set ********
No version of JDK installation detected.
****** SQLJ Environment not set ********
%SYSTEM-F-IVLOGNAM, invalid logical name

I could use some guidance .  Are my vms logicals a problem?  How do I get LIBCLNTSH.SO ?
Appreciate any help.
