oracle 9i gets garbled results after first 25 rows in vb.net 2003

oracle 9i gets garbled results after first 25 rows in vb.net 2003
I am using oracle .net 9i provider

but it's okey in sqlplus

I have tried rebooted and memory should be enough

any idea?
