what is the exact interface to the os oracle uses to retrieve the terminal name?

for some of our users, it is not possible to resolve their terminal via SYS_CONTEXT('USERNENV', 'TERMINAL'), the return is NULL. In contrast the SYS_CONTEXT('USERNENV', 'HOST') is available showing up with the correct data.
Some hints:
- the results does not differ when loggoing on to different databases
- SYS_CONTEXT runs for other users on other PCs
Any ideas? Unfortunately it is really urgent!

check the oracle client installation for that user, reinstall if needed
The terminal information comes from the client.
The server (sys_context) can only return what the client sends
