PL/SQL-Blob data type to Excel file  convertion and validating excel sheet

Hello Experts,

I am struggling to solve the follow problem.

 I will explian my requirements,

(1) I need to upload a Excel file to blob datatype.

I tried many ways like
craeting directory and giving previlages but i am getting

ERROR at line 1:
ORA-29283: invalid file operation
ORA-06512: at "SYS.UTL_FILE", line 449
ORA-29283: invalid file operation
ORA-06512: at line 10

i searched ur site ,i found that configuring utl_file_dir parameter is solution,but it is in init.ora file located at server side,so we don't have access to modify it..

Can you plz suggest a way to do it.

(2)After storing Excel sheet in bolb ,i need to retrive that into Excel sheet and perform operations like
     
        Finding the number of sheets in it
        Retriving header data fron first sheet(lets us suppose take first row in first  sheet in excel file)

Can you please suggest the way to do it.

And i tried this link also ,

 but i am getting following exception ,

ORA-06512: at "APPS.LOAD", line 10
ORA-06512: at line 1
