How to pass a parameter from a calling procedure to another procedure in PL/SQL

Hi I'm trying to have one procedure schedule another but I would like the scheduled procedure to pass a parameter called 'jobno' to the called procedure 'SQL_EXEC_PROC'. I'm not sure how to do this since I'm new to PL/SQL. Here's what I got.

I've created at table called A_Record_table and it looks like this:

SQL> desc stgadm.a_record_table
 Name                                      Null?    Type
 ----------------------------------------- -------- --------------
 JOB                                       NOT NULL NUMBER(10)
 RETURN_CDE                                NOT NULL NUMBER(10)
 RUN_DATE                                  NOT NULL DATE

and what I'm trying to do is do a DBMS_JOB.Submit procedure that calls another procedure that executes any ole SQL and then inserts into table A_Record_table the Jobno, the Sqlerrm, and the SYSDATE.

this is what I have and I'm having trouble getting them together.

       v_cnt number;
       return_code number;
   BEGIN
      execute immediate 'select count(1) from V$database' into v_cnt;
        return_code := SQLCODE;
        insert into stgadm.a_record_table(JOB, RETURN_CDE, RUN_DATE) values(jobno, return_code, sysdate);
      commit;
   end;

DECLARE
    jobno NUMBER;
    text      varchar2(200);
BEGIN
    text:= 'STGADM.SQL_EXEC_PROC;';
    DBMS_JOB.SUBMIT(jobno,text,TRUNC(SYSDATE, 'MI'), 'TRUNC(SYSDATE,''MI'')+2/(24*60)');
      commit;
      DBMS_OUTPUT.PUT_LINE('job number:'||TO_CHAR(jobno));
end;
