need to understand Unix file names created from within Oracle Pl Sql

I have an oracle strored procedure that writes a log file to Unix.

My question is how to understand the UTL_FILE.FOPEN command.

below is the code, the file on Unix comes out as:

load_members_149_091509.bad

so what does EDW_METRICS_MEMBER do in the UTL_FILE.FOPEN command ? I can't see how that fits in.
