I agree with erudans. I quote configs for Oracle customers frequently for web apps, and Oracle's "named" user license is virtually never economical for a web / OLTP app with a huge population. You certainly want the processor license. Named user's are good for in-house development staff or ad-hoc users of a smaller population. With the 2009 price list, named user retail is 180/user, and processor is 5800. So the price point is 32 users at which point, the processor license becomes the better deal.
SE One can run on multi-core sockets, so a dual or quad core will cost no more than a single core. But if you have multiple sockets you pay for the extra socket.
With a lot of RAM, SE ONE should be able to serve 50,000 user visits a day without any problems, but of course, it all depends on what those users are doing and how well you write the queries.

HI!
1. Can you please provide more info where 500 users limit comes from? The only limitation I know is 2 cpu sockets limit for SE ONE.
2. User licenses (NU) counts as per real user who will use your application. If there are 50K users and only one 1 oracle user, than 50K licenses required anyway. For this amount of users, is certainly cheaper to buy CPU license.
3. Hardware config is hard to recommend without knowing design and requirements of the application.
