One possible solution may be using the UTL_FILE package. This package allows your PL/SQL programs to read and write operating system (OS) text files. It provides a restricted version of standard OS stream file I/O, including open, put, get, and close operations. For detailed information you may take a look at the "Oracle 7 Server Application Developers Guide" page 273 Chapter 8 Section "PL/SQL File I/O". First read the ASCII file with this package functions then use the insert statement for importing the file record by record.

I think you have a better option to do it: SQL Loader.
