This statement is wrong:
sqlDrop := 'DROP user :userName cascade;';
u don't have to provide a semicolon. Correct it to
sqlDrop := 'DROP user :userName cascade';
Also, never let the when others exception leave without knowing what the error was. U can always display the error messages and numbers, they will be useful for debugging.
