Run Oracle Database assistant and then following the instruction.

Hi,
Before you create a new database, you should first be familiar with all oracle concepts and basic administration.
It is highly recommended to read oracle documentation before trying anything.

The easiest and fastest way to install a database is to let oracle create a starter database on installation.
This database is a small database created automatically on installation. This database is engouh for you to experiment with VB.

If you want to create your own database and you're familiar with oracle's concepts and structure use the Database assistant as geotiger advised.

I think, If you have installed oracle8i, probably you would have created oracle database also.

The only point you may need to know is how to establish a connection from VB to ORACLE. Right?

You can use ODBC 32-bit administrator tool for this.

Have you tried to run Oracle database assistant as I suggested in my previous comment? It is fairly easy to create an Oracle database with ODA.

Please provide more information such as your operating system (NT, Win98, or Unix?) and response to experts' suggestions so that we can help you more efficiently.

Do you have Oracle database assistant installed? If yes, did you run it and what was the result?

Since you are running Win98 and creating DB locally, you need to use your computer name or 127.0.0.1 (the loop back IP) when you set up your database alias.
