1) Set your ORACLE_HOME variable
(make sure you export the variable if you use sh or ksh)
2) Set the path to PATH=$PATH:$ORACLE_HOME/bi
It should work now
3) Sanity check the directory $ORACLE_HOME/rdbms/mesg
to see if you see the message file -- if it's
not there then you have installation issue.

SP2-0750: You may need to set ORACLE_HOME to your Oracle software directory
Maybe you need to set the ORACLE_HOME environment variable? Maybe that's it...
