CURSORS need help :\

I am taking SQL and PL/SQL courses now.
Abit confuse over the 2 of them now. So sorry if i raise any stupid questions.
I came across this term cursor.

It is a workarea created by Oracle when dealing with SQL DML statements.

Now my question is
I am doing my work in SQL*PLUS

so when i type a simple select * from table;
does it open a implicit cursor ?
but from my knowledge implicit cursor deals with only query that return only 1 row.

or is it implicit cursor and explicit cursor only avails in PL/SQL but not SQL ?
so is it my SQL*PLUS that open the implicit cursor
or the ORACLE server whereby i send my query to open the cursor ?

thank you for those that can help mi.
i am sorry i am really very confuse and new about this.
