ORA-12570 error

Hi All,
       I am facing the above stated problem (ORA-12570: TNS:packet reader failure) while trying to connect to oracle server.
I have Oracle 9i server and I'm connecting from Oracle 9i client. both systems are using Windows 2K server.
Others in my network can connect successfuly to the server
Can any one help in that?
